we can see, we hear the news, we read reports of absolute improvisation and deplorable and disorganization of aid to Haiti. I think that for once we must be very proud of our Civil Defence. Keeping the different dimensions of this disaster, I must say that we have seen an efficient machine Aquila relief. Refer to the military, known to be flexible in thought and with little ability to improvise, a gift much needed in times of emergency, emergency management shows how much it is essential to an international organization trained and capable to handle these disasters. Except for those countries that already have a Civil Defence, the UN body cumbersome, bloated and often useless, could redeem himself by years of costly failure, taking on a structure to deal with disasters of exceptional size in poor countries and organizations without this type. In these first moments of coordination can not be delegated to some, crippling and hindering the work of others, perhaps much more experienced in emergency management. When moving the machine of relief, properly trained and coached by repeated simulations, it must be clear scale of priorities and should be able to move with precision the different units that deal with specific tasks. What you see these days is a Babel of organisms that move independently without coordination that knows how to deploy forces in the area. Such a disaster would have forced the government to take adequate measures to cope with emergencies. Now in these times we leave work we do and who is responsible so that they can work well. Let us learn from this tragic experience and prepare carefully for the next.
